Excellent vintage condition-no flaws to note. The top half of the lamp base does rotate. I'm not sure if the lamp was originally designed that way but it does not affect the integrity of the lamp. The lamp does work but I would recommend re-wiring for safety reasons due to the vintage nature of the lamp. This is a beautiful, quality lamp. There is no shade included.
